Training needs assessment |
 | | TNA is a systematic diagnose of ongoing and/or changing future work requirements and discrepancies in actual performance and to develop creative responses to the needs as they are discovered. | | Since capacity building take place in specific conditions for each region/ for each institution, there can be no standardized approach to capacity building needs assessment and the formulation of capacity building programs. Each assessment process will look differently and might use a different mixture of diagnostic tools and instruments.
GDL’s overall approach on training needs assessment consists of:
- Context analysis for the training need, which identifies the motivation for training
- Target group analysis, which identifies the potential trainees
- Working environment (job description, responsibilities) analysis, either current or future
- Written materials analysis (laws, internal regulations, etc.)
- Working tools analysis
- Training opportunity analysis, as solution to solve the problems of the identified target group
- Cost/quality/benefits analysis, which gives a solution to reimburse the money invested in training
